Steve is passionate about every Project undertaken, focusing on unique opportunities to create environments that facilitate impacts upon people’s lives.  He currently serves as the Director of Design and Construction for the University of South Florida. Licensed as an Architect (nationally certified & licensed in multiple states), Interior Designer, Project Management Professional, Accredited Professional for Leadership in Energy and Environmental Design (LEEDap bd+c) and holds an MBA.  Steve has personally managed projects (many of them award-winning) ranging from $5,000 to well over $500 million in construction cost and spanning almost every type of Project delivery scenario.  This experience has resulted in a broad business sense, an acute sensibility towards design and the ability to create a powerful synergy when working with a terrific team. His successes have been through a deep internal commitment to excellence, sensitivity to relationships, and a design philosophy that is centered on the users of the Project rather than the Project itself.

Paul Mullins is a Project Manager with USF who partners with owners, architects, and construction managers to build exciting and transformational projects that enhance the University and help facilitate student success. After two decades of working with award-winning firms including Baskervill, Perkins+Will, and Rau Associates, Paul understands the key to a successful project is forging a trusting and collaborative team of stakeholders, creating an environment of inclusion and respect for each member’s value and expertise, and committing to timely and open communication.



Prior to coming to USF, Paul worked in both the private and non-profit sectors delivering projects for a variety of organizations including MITRE, Elsevier, Beers & Cutler, US Coast Guard, Lockheed Martin, BUMED, Pinehurst, and the Homestead. His USF projects include the 5th Floor Library Renovation, ISA Bio-Medical Engineering Labs, the Judy Genshaft Honors College, and the Student Wellness Center.


Paul graduated from the University of Virginia with a BS in Architecture and is currently pursuing his Graduate Certificate in Business Foundations at USF.

Brian Laverty is a USF Graduate (M of Arch).  Brian currently is a Project Manager for the USF Facility Management, Design and Construction, Major Projects since 2016.  USF experience includes working on the USF Village section of campus that includes five residential buildings, a recreational facility, a dining facility, new transportation infrastructure, and a grocery.  Prior to USF, Brian worked as an Owner’s Representative responsible for design and construction for 13 years and previously worked at several architectural firms concentrating in entertainment architecture.  He and his wife Julia enjoy traveling with their teenage children.

Don Crosby is a USF Graduate, Florida-licensed Professional Engineer and LEED AP, practicing mechanical engineering for over 38 years.  Don has been the USF Mechanical Engineer for the last eight years.  His experience includes campus master planning, design and construction of building HVAC systems, and campus Chiller Plants.  He enjoys working with other engineers and technicians to identify operational issues, streamline solutions and develop guidelines to avoid repeating pitfalls.  He enjoys family time with his wife Anita, both daughter’s families, and blessed with four grandchildren ranging from age 3 to 12 years old.   His hobbies include woodworking, vegetable gardening, road cycling and paddle boarding.

Hari Patel is a USF Graduate from the College of Engineering (Mechanical Engineering). Hari has been with USF Facilities Management Operations for the last six years. His experience primarily includes Controls System design and programming for Building HVAC, District Chilled and Hot Water systems. In his current role with Facilities Management Operations, he oversees Energy Management and Chilled and Hot Systems for Tampa Campus. He also oversees Building HVAC Controls, Fire Safety Systems and Key Shop for academic facilities. He enjoys working with other engineers and technicians to identify operational issues, streamline solutions and continuously strive to make improvement one step at a time. His hobbies include hiking, socializing with friends, watching movies and playing video games.
